SBA has issued Information Notice 5000-865585, SBA Form 1919 Updated for Executive Order 14168 (effective March 19, 2025). The notice announces that SBA has revised SBA Form 1919, SBA 7(a) Borrower Information Form to comply with Executive Order (EO) 14168, Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government (January 20, 2025) The EO requires, among other things, that all federal agencies amend any applicable forms requiring disclosure of an individual’s sex to provide only two choices, “male” and “female” and to replace the word “gender: with the word “sex”. The only changes to this version of SBA Form 1919, 7(a) Borrower Information Form, are those required for compliance with the EO — replacement of the term “gender” with the term “sex” in 3 places, and removal of “Not Disclosed” as a possible response to the “Sex” demographic information category. Disclosure of demographic information, including sex, on SBA Form 1919 remains voluntary. 

The revised SBA Form 1919 is available on the SBA website and may be used immediately. Use of the new version of the form will become mandatory April 19, 2025.  

Please see the notice for additional information. Also, please note that SBA has advised that a second revision of SBA Form 1919 is in process. That revision will include appropriate amendments to comply with the recent policy changes regarding non-citizen eligibility for SBA-backed loans as well as other policy changes that may be coming.
