SBA has issued Version 3 of the Universal Purchase Package (UPP v3, effective May 1, 2025). This interactive document must be completed by lenders for all purchase requests submitted to SBA.
The new UPP:
- Updates instructions for submission of purchase requests to either the National Guaranty Purchase Center (NGPC) or Fresno Commercial Loan Servicing Center, consistent with SBA’s Unified Intake Process.
- Incorporates policy changes contained in Procedural Notice 5000-866946, Revisions to SOP 50 57 3.1 for SBA’s Processing of Lender Guaranty Purchase Requests and Certain Servicing Actions (effective April 15, 2025) which revised SOP 50 57 3.1, 7(a) Loan Servicing and Liquidation, which included, among other things —
- The return to SBA’s historical practice of applying the requirements in SOP 50 10 or SOP 50 57 in effect at the time of loan or servicing action approval for determining compliance with Loan Program Requirements.
- Revises Tab 1, General Loan Information, to require submission of the Lender’s Credit Memo with all loan purchase requests, except Express purchases.
- Revises Tab 4, Early Default to —
- Require information related to Equity Injection Verification and Sourcing if it was required by SBA or the Lender at the time of loan approval, and
- If an equity injection was required, to complete the Equity Injection Worksheet in the Tab
- Adds to Tab 3, Transcript of Account, a link to a Borrowing Base Tool that can be used in lieu of the SBA Form 1149, Lender’s Transcript of Account for loans disbursed using Borrowing Base Certificates.
- Amends Tab 7, Use of Proceeds, to require more robust evidence of the documented uses of proceeds.
- For a loan being charged off simultaneously with the purchase request, per Tab 2, Loan Summary, requires lender either to insert Care and Preservation of Collateral (CPC) Tabs at the end of the UPP after all other supporting documentation or provide CPC Tabs in a separate PDF file concurrently with submission of the UPP.
