June Spotlight, Bailey "Biff" Barnard
Bailey “Biff” Barnard may be retired from 7(a) lending,
but he has plenty of fond memories of the organization he was
instrumental in founding.
As he recalls, 20 years ago “a group of us decided to form an
association for SBA lenders to build strength in numbers, provide a
united voice when addressing SBA issues, and counteract the onslaught
from an Administration intent on gutting the SBA.”
“During our discussions, it was clear there was a divergence of
views…. Larger, more active lenders wanted greater control; small
lenders had separate issues; and, there was a growing interest in SBA
lending by non-bank lenders such BIDCOs.”
“Although my company, First Capital BIDCO, represented a small
lender, I proposed that all lenders have an equally weighted voice, and
suggested the creation of a board of directors that would balance the
interests of all member institutions…. Since I’d
successfully supported the views of smaller organizations, I was elected
NAGGL’s first President.”
“With Tony Wilkinson’s dedication, the guiding leadership
of the board, and a great staff, NAGGL has become a truly national
association of parties interested in 7(a) lending.”
