Donald Cravins, Staff Director and Chief Legal Counsel, Senate Committee
on Small Business & Entrepreneurship, addresses NAGGL attendees
during the legislative luncheon, sponsored for the 56th time by Zions
Bank. Cravins stated that Senator Landrieu and the committee can always
trust that NAGGL provides accurate information and delivers on all
promises made.
 SBA announces imminent release of new sop 50 10 5(E) at NAGGL
conference. Jeanne Hulit, associate administrator of the Office
of Capital Access, just announced that a new SOP that updates policies
in the 5(D) version including-- reimbursement of in-house counsel fees;
ability for LSPs and lenders to charge fees that are percentage of loan;
ability to refinance debt in the personal name of business owner when
used for business purposes; clarified requirements on stock ownership
purchases; and, of course, the direct final rule on EPC/OC that rewrites
the current regulation to allow co-borrower structure for owner occupied
real estate.
