CAIVRS Update
In Notice 5000-1227, SBA extended the deadline for
lenders to begin complying with the CAIVRS verification process mandated
in SOP 50 10 5(D) to 1/1/2012. NAGGL has been told that a new
Notice is in the works that will further extend that deadline to
4/1/2012. Stay tuned & watch this space!
Senate passes omnibus-spending bill appropriating $918.7
million to the SBA for fiscal year 2012
Congress passes $1 trillion omnibus spending bill
The House passed a $1 trillion omnibus spending bill today (12/16) and
sent it to the Senate for a weekend vote. Senate passage would send the
bill to the White House and avert a government shutdown. Both the 7(a)
and 504 programs should receive sufficient funding for the balance of
the fiscal year.
Jeanne Hulit named Acting Associate Administrator, Capital
Access
The SBA Administrator has named Jeanne Hulit, Region I Administrator, to
serve as Acting Associate Administrator of Capital Access. Hulit has a
background in commercial lending. NAGGL looks forward to working with
Ms. Hulit. More

TIP on using CAIVRS
Notice 5000-1227 failed to provide one bit of
information that is critical when using CAIVRS. There is a trick to use
when entering your lender ID (your 9-digit Tax Identification Number or
TIN): You must add a capital "T" at the end of the TIN. So, if your
TIN is 123456789 – to get CAIVRS to accept it, type 123456789T --
and it should work.

SOP 50 10 5(D)
SBA posted two versions (tracked changes and 'clean') of its
new processing SOP. NAGGL has briefly reviewed the changes and has
found some cause for concern in areas such as change of ownership (p.
138), EPC/OC structures (p.124), franchise lending requirements (and
changes to the Franchise Registry), life insurance requirements (p.204),
and more. One major change is to the former Asset Based CapLines
subprogram – now called Working Capital CAPLines. Watch your
