Continuing Resolution provides agency $1 billion in additional lending authority
Thanks to the hard work of NAGGL's CEO, the government relations team and our Hill partners -- Senator Cantwell and Senator Risch, Section 125 of the Continuing Appropriations Resolution  H.J. Res 124 ("the CR") that just passed the Senate [and the House on Wednesday] contains good news for the SBA 7(a) industry -- a $1 billion increase in the SBA's lending authority for both FY 2014 and FY 2015:  from $17.5 billion to $18.5 billion.

This is very good news.  As you know, NAGGL has been watching the increase in 7(a) loan volume closely. Recall that even with a 17 day "hiatus" at the start of the 2014 fiscal year, loan volume grew at such a rate that the $17.5 billion lending level would have been reached prior to September 30. The CR's increase in authority has removed the fear of reaching the lending authorization level for fiscal year 2014.

The growing demand for loans and the increasing health of small businesses across the nation that have received SBA financing demonstrates the value of the 7(a) program and the critical role it has played in our economic resurgence.

Here's the text of Section 125:
"Sec. 125.  The third proviso under the heading ``Small Business Administration--Business Loans Program Account'' in division E of Public Law 113-76 is amended by striking ``$17,500,000,000'' and inserting ``$18,500,000,000'': Provided, That amounts made available by section 101 for such proviso under such heading may be apportioned up to the rate for operations necessary to accommodate increased demand for commitments to general business loans under section 7(a) of the Small Business Act: Provided further, That this section shall become effective upon enactment of this joint resolution."

FRANCHISE PERFORMANCE
Based on the serious flaws within its data, SBA no longer provides to the public its franchise performance data. "Since lenders are not required to provide franchise 'codes' to the SBA, the agency's franchise data is incomplete and its accuracy is questionable." -- FRANdata, 2011
